    Most contractors submit a claim because their cost report says they're losing money, not because the contract entitles them to recovery. APSI's claims practice separates the two, fast. We analyze the schedule, the contemporaneous record, and the cost basis with the same forensic rigor a court or board of contract appeals will apply.

    APSI has supported owners through differing site conditions claims, delay and disruption disputes, acceleration demands, scope changes, and termination actions. The projects have ranged from federal courthouses and historic restorations to port infrastructure, water utilities, and detention facilities. The methodology is the same regardless of the sector: forensic rigor from the first document review to the last day of testimony.

    Forensic Schedule Analysis

    Windows analysis, time-impact analysis, as-planned vs as-built, and collapsed as-built methodologies aligned to AACE Recommended Practice 29R-03. The analysis is built to survive a deposition, not just to support a settlement position.

    Claim Avoidance & Project Triage

    Bring us in before claims crystallize. Real-time documentation discipline, contemporaneous notice protocols, and dispute resolution support that prevents litigation from developing in the first place. This is the work we are most proud of because the best claims outcome is no claim.

    Delay & Disruption Analysis

    Quantification of compensable, non-compensable, and concurrent delay. Productivity loss analysis using measured-mile, earned-value, and industry benchmark methods. We separate what the contract supports from what the cost report says.

    Request for Equitable Adjustment (REA) Review

    Independent review of contractor REAs covering entitlement, causation, and quantum for federal and public agency clients. Most REAs overstate entitlement on at least one of those three elements. We find it before the owner signs.

    Differing Site Conditions Claims

    Type I and Type II DSC analysis: contract baseline conditions against actual site conditions, technical evaluation, and damages calculation. The factual record is everything in a DSC dispute and we build it from the contemporaneous documents, not from memory.

    Expert Witness & Mediation Support

    Expert reports, deposition preparation, mediation support, and testimony in federal court, state court, and boards of contract appeals. Written and oral work product built to the standard a seasoned litigator will rely on.

    Triage

    Rapid assessment of the contract documents, schedule history, RFI and change record, and the actual basis of the claim. The owner gets an honest read within two weeks, including what the claim is worth and what it is not.

    Analyze

    Forensic schedule analysis, cost analysis, and entitlement review conducted to the standard a fact-finder will apply. We do not build the analysis to support a position. We build it to reflect what the record shows.

    Position

    Develop the owner's response: counter-analysis, settlement position, or litigation strategy. Every document produced at this stage is written as if it will be read by a judge, because it might be.

    Defend

    Mediation, arbitration, board of contract appeals, or federal court. Expert reports and testimony prepared to survive cross-examination by experienced construction litigators.
