An owner's rep only works if they're truly independent. No GC affiliation, no design conflict, no incentive misaligned with yours. APSI has been an owner-side firm since 1990. We don't self-perform construction or design, which means our advice is always pointed in one direction: yours.

The result is fewer surprises in the OAC, fewer change orders that survive scrutiny, and a project that lands where the budget and schedule said it would. APSI embeds senior CMs into your team. People who've sat across from the toughest GCs, mediated hostile claims, and recovered schedules everyone else had given up on.

Core Owner's Representative Capabilities

Pre-Design & Programming Oversight

Validate the program against budget reality, review A/E selection, and pressure-test scope before a single design dollar is committed.

Design Phase Management

Manage A/E deliverables, lead constructability and value-engineering reviews, run interdisciplinary coordination, and protect the owner from scope drift.

Procurement & Bid Phase

Develop bid strategy, manage RFPs and RFQs, lead bid analysis, and negotiate contracts with the rigor of a federal contracting officer.

Construction Oversight

Run the OAC, review pay applications, enforce schedule and quality, manage RFIs and submittals, and hold the GC accountable to the contract instead of the conversation.

Change Order & Claims Management

Independently evaluate every change request and time-impact analysis. Most of what gets submitted doesn't survive a real review.

Commissioning & Closeout

Oversee the Cx agent, drive punch-list closure, validate as-builts and O&M turnover, and manage the warranty period so you actually use the warranty.
